Measuring Anti-Corruption Efforts and Building Demand for Effective National Integrity Systems in Egypt and the Arab World
National Integrity System 

In the framework of the MABDA project, LTA has also participated in the development of the National Integrity System (NIS) study for Lebanon. The NIS for Lebanon was launched in Beirut on November 5, 2009. The Lebanese NIS is the result of collective work by LTA’s researchers, extensive desk research, interviews with anti-corruption stakeholders and experts, and peer review by experts and other chapters of TI.

The Lebanese NIS is based on TI’s methodology, but adapted to the specificities of Lebanon.

About the NIS 

The NIS looks at key institutions, sectors or specific activities (the ‘pillars’) that contribute to integrity, transparency and accountability in a society.  In the case of Lebanon 17 institutions/pillars have been reviewed. When it functions properly, the NIS combats corruption as part of the larger struggle against abuse of power, malfeasance and misappropriation in all its forms. Strengthening the NIS is about promoting better governance across all aspects of society.

The NIS provides holistic approach to combating corruption. While there is no blueprint for an effective system to prevent corruption, there is a growing international consensus as to the salient institutional features that work best to prevent corruption and promote integrity.

The priorities and recommendations identified as part of the Lebanese NIS, and the pillars reviewed, will be used by LTA as an action plan for advocacy and lobbying.

> LTA participated in the seminar "Politics and Civil Society" organized by the Friedrich Naumann Foundation in Cologne, Germany, from November 9 to November 20, 2009.
